With the acceleration of urbanization and the continuous growth of urban population, the pressure of urban transportation is gradually increasing, and the urban traffic situation is complicated, and its safety problems are increasingly apparent. The Research Progress of Urban Traffic Meteorological Observation and Early Warning and Forecasting Technology, which was jointly compiled by Jiangsu Meteorological Bureau and China Institute of Meteorological Science, made research and exploration on observation means and methods, interpretation of numerical model prediction and application of artificial intelligence technology, and provided a positive solution for urban traffic safety management.
In recent years, Jiangsu Meteorological Bureau has gradually launched the brand of "Traffic Meteorological Service" in the whole country on the basis of traffic meteorological research and service iterative upgrade, combined with the pilot work of early warning and disposal of bad weather traffic and the work results of 108 national optimization and upgrading projects of bad weather and high-impact road sections. Meteorological researchers used the self-developed comprehensive experimental platform for highway traffic meteorology, traffic meteorological warning control piles, intelligent video recognition software and hardware integrated machine and other related instruments and equipment to conduct thermal spectrum map observation experiments on expressways in Jiangsu Province and highways around Nanjing, Huai ‘an and other cities, providing data support for studying pavement temperature distribution characteristics, road maintenance operations and driving safety under high and low temperature weather, and helping to realize comprehensive monitoring and dynamic management of urban road networks.

"Meteorological conditions are one of the key factors affecting urban traffic." Dr. Zhu Shoupeng, the first author of the research progress and the traffic meteorological team of Nanjing Institute of Meteorological Science and Technology Innovation, introduced that on the one hand, bad weather such as heavy snow and cold wave can easily lead to road icing and road breakage, which will affect the normal operation of the urban transportation system; On the other hand, different meteorological conditions such as fog (mass fog) and precipitation will also affect the driver’s visual function, reaction ability and driving ability, thus affecting traffic safety. The traffic meteorological team combed around the establishment of observation network, the development of observation experiments, forecasting and early warning technology, meteorological business services and other aspects, and discussed the frontier dynamics and development trends in the field of urban traffic meteorology at home and abroad.
Under the background of global warming and frequent extreme weather, severe weather such as dense fog, heavy precipitation, extreme high temperature and low temperature is becoming more and more frequent, and the impact of severe weather on urban traffic can not be underestimated. At present, meteorological departments all over the world are carrying out traffic meteorological research in succession to promote the development of traffic meteorological observation, early warning and forecasting and other related technologies. "Strengthening the monitoring of urban traffic meteorological disasters and improving the ability of early warning and forecasting are important foundations for helping the construction of smart cities and transportation powers." Zhu Shoupeng said that this is also the direct driving force for the team to carry out research. The traffic meteorological team further strengthened the technical research, and developed a variety of short-term and imminent forecast and early warning technologies of dense fog based on multi-source observation data and machine learning, intelligent monitoring and early warning technology of road surface condition based on deep network model, and forecast and early warning technologies of road surface temperature and road surface condition, and optimized them according to the special conditions of specific scenes, which have been successfully applied to the dynamic early warning and intelligent decision support system of meteorological disasters of Mazhao Expressway in Yunnan Province, and achieved remarkable social and economic benefits.
With the rapid development of big data and artificial intelligence, Jiangsu Meteorological Bureau has also turned its attention to all kinds of more advanced technical means, and made simultaneous efforts in observation means, forecasting mode, key technologies and working mechanism, further carried out research and service work on traffic meteorology, urban meteorology and urban traffic meteorology, promoted the development of relevant theoretical research and forecasting technology, and provided a solid scientific and theoretical basis for building a higher-level traffic power, smart city and disaster prevention and reduction.
