Beijing Economic and Information Technology Bureau, Shanghai Economic and Information Technology Commission, Fujian Provincial Department of Industry and Information Technology, Guangdong Provincial Department of Industry and Information Technology, Sichuan Provincial Department of Economy and Information Technology, National Radio Monitoring Center, and various radio transmitting equipment model approval and testing institutions:
In order to thoroughly study and implement the spirit of the 20th National Congress of the Communist Party of China, consolidate the educational achievements of the Supreme Leader’s Socialism with Chinese characteristics Thought in the new era, and implement the relevant requirements for the reform of the management system of the electronic and electrical appliance industry in the State Council, according to the People’s Republic of China (PRC) Administrative Licensing Law, the People’s Republic of China (PRC) Regulations on Radio Management and the Regulations on the Management of Radio Transmitting Equipment, we will further optimize the work procedure of radio transmitting equipment model approval (hereinafter referred to as model approval), shorten the relevant process time, and improve the licensing service quality. We hereby notify the relevant requirements as follows:
First, standardize the acceptance of audit, and make the first pass of model approval and licensing.
(1) Strict time limit for acceptance. The radio service acceptance center of the Ministry of Industry and Information Technology (hereinafter referred to as the acceptance center) shall accept the application materials for type approval in strict accordance with the radio management regulations. If the application materials are incomplete or do not conform to the statutory form, the applicant shall be informed of all the contents that need to be supplemented on the spot or within five working days. If the application materials are not informed within the time limit, it will be accepted as of the date of receipt of the application materials. The time limit for accepting the audit shall not exceed 5 working days. (The acceptance center is responsible)
(2) Improve the efficiency of undertaking. Improve the handling process of model approval tasks, and clarify and refine the audit basis, audit content and time limit requirements of each node. Reduce the processing time of the task contractor. During the acceptance review, the acceptance center will pre-generate the model to approve the task contractor according to the application materials, and then complete the production of the contractor within 2 working days after receiving the confirmation and uploading the test report. (3) Improve the service interface. Improve the interface of the e-government service platform for model approval, and dynamically release the relevant policy requirements and approval results of model approval and licensing, so as to update the service items in time, make the approval process clear, standardize the approval requirements and facilitate the statistics of approval data. (The acceptance center is responsible)
Second, reduce the test time and complete the model approval test task with good quality and quantity.
(4) Reasonable assignment of tasks. Considering the factors such as the nearest service enterprises as a whole, combining the proportion of the number of service contracts purchased by the government of various model approval testing institutions (hereinafter referred to as testing institutions) and the amount of tasks to be tested, scientifically and reasonably allocate the model approval testing tasks, reduce the waiting time for the applicant to test, and improve the execution efficiency and use efficiency of the model approval testing funds. (The acceptance center is responsible)
(5) Submit samples in time. After the application for model approval is accepted, the acceptance center will notify the applicant to provide test samples and inform the relevant requirements at the first time through websites, text messages and other forms. Relevant samples should be prepared by the applicant in advance and ensure that they have the test conditions. After receiving the acceptance notice, the applicant shall provide the test samples (including the logistics time of sample delivery) for no more than 15 working days. If it takes more than 15 working days, the applicant shall bear the consequences of the delay, and the testing institution may give priority to other model approval testing tasks that submit samples on time. If it is inconvenient to mail the test samples due to reasons such as excessive quality or volume, the applicant shall negotiate with the testing institution for on-site testing. (6) Accelerate the debugging progress. After receiving the test sample, the testing institution shall conduct debugging within 10 working days. If it takes more than 10 working days, the testing institution shall submit a written explanation to the acceptance center and make rectification, and the acceptance center will adjust the model approval test business allocated to the testing institution accordingly. If the test sample is not debugged successfully due to the applicant’s own reasons, the testing institution may give priority to other successfully debugged samples. (7) Strict technical testing. After the testing organization completes the debugging, it shall complete the technical test of type approval and submit the test report within 10 working days. For the unqualified samples, the unqualified report shall be issued, and the testing institution shall not repeat the test. If the sample test is overtime, the testing institution shall issue a written explanation and make rectification. If the testing organization still exceeds the testing time limit after rectification, the model approval testing business allocated to the testing organization will be adjusted later. (eight) timely feedback report. To undertake the task of model approval and testing, the provincial radio management organization (hereinafter referred to as the relevant provincial radio management organization) shall confirm the test report of the testing organization and feed it back to the acceptance center in strict accordance with the relevant provisions of radio management and the relevant requirements of the government purchase service contract. The time to confirm the report (including the time to release the test task) shall not exceed 3 working days. (Responsible for relevant provincial radio management institutions)
Third, improve the quality of service and improve the satisfaction of the public service platform
(9) Improve service quality. Strengthen the training of accepting personnel and improve job skills. Relevant personnel should be familiar with the management policies and regulations of radio transmitting equipment, the national standards on which the model approval is based and the relevant provisions of the national radio management, and be able to reply to the consultation telephone in a timely, accurate and patient manner. Improve the public service telephone service function and service quality of the acceptance center. In case of business system upgrade and adjustment, the applicant should be informed in advance and the contact number should be provided. (The acceptance center is responsible)
(10) Strengthen statistical analysis. The acceptance center forms a quarterly model approval business briefing and reports it to the Radio Administration Bureau of the Ministry of Industry and Information Technology. The key point is to make statistics and analysis on the acceptance of model approval (number of applications, acceptance number, acceptance time, approval time, etc.), the testing situation of testing institutions (test task allocation, debugging time, testing time, etc.) and the telephone calls received by users (answering volume, answering rate, user satisfaction, feedback, etc.), and put forward opinions and suggestions in time. (The acceptance center is responsible)
Fourth, strengthen supervision and inspection to ensure that the policy of benefiting enterprises is implemented.
(eleven) to strengthen internal management. Acceptance center, relevant provincial radio management institutions and testing institutions shall further improve the rules and regulations, strengthen the management of personnel, funds, certificates, seals, documents and samples, clarify post responsibilities, standardize operating procedures, keep business secrets, and smooth the feedback channels of enterprise opinions and suggestions. (12) Increase input. The acceptance of model approval business continues to be entrusted to the National Radio Monitoring Center (hereinafter referred to as the Monitoring Center). The monitoring center shall, according to the "three decisions" of the acceptance center, incorporate the relevant work of the acceptance center into the annual key work of the center, increase investment, and strengthen the guidance, supervision and assessment of the acceptance center. (The monitoring center is responsible)
(thirteen) to strengthen supervision and inspection. The Radio Management Bureau of the Ministry of Industry and Information Technology should strengthen supervision and inspection, and regularly carry out work evaluation of the acceptance center as an important part of the evaluation and monitoring center’s support to the Ministry; Entrust professional institutions to supervise and inspect the use of funds and business development of testing institutions, and the results will serve as an important reference for testing institutions to undertake model approval testing services purchased by the government. (fourteen) to prevent the risk of clean government. The staff of relevant provincial radio management institutions, monitoring centers, acceptance centers, testing institutions and other units should strictly implement the spirit of the eight central regulations. Strengthen clean government education, raise risk awareness, strictly abide by the bottom line of discipline, take the initiative to accept the supervision of the masses, and ensure that the whole process of model approval administrative license is fair, open and just. (All relevant units are responsible according to the division of responsibilities).
This notice shall come into force as of January 1, 2024.
